Store Configuration
There are several Sorting settings located on Stores ➔ Settings ➔ Configuration page
under the Catalog ➔ Improved Sorting tab.

Disable Sorting By. Removes selected options from sorting list
Show `Out of Stock` Products Last. Mark out of stock products as those to be shown after other ones
Default Sorting on …. Default sortings applied to category or search results pages
